President of Azerbaijan Ilham Aliyev has sent a letter of congratulation to the participants of international conference dedicated to the 20th jubilee of the Constitution of Azerbaijan.
AzVision.az reports citing the official website for the President of Azerbaijan that the letter of the head of state says:"Dear conference participants! I welcome you at the international conference dedicated to the 20th jubilee of the Constitution of Azerbaijan and I wish success in your work.

The Constitution, adopted through a referendum in 1995, fixed a shift to the stage of construction of a modern, democratic, secular, jural state for the development of the Azerbaijani people. National leader of our people Heydar Aliyev was the author of this historical document.

Huge experience has been gained through 20 years of the Constitution functioning in implementation of its regulations, the concepts fixed in this document were overhauled, numerous legislative acts which promoted construction of a strong social state, highly competitive economy, application of mechanisms for effective human rights protection adopted.

One of the main features of the Constitution of Azerbaijan is its stability. All the same, the intensive development of our society caused the improvement of the major law of the country. Thus, important changes and alterations aimed at raising effectiveness of the state governance and protection of human rights were included to the constitution through referendums held from 2002 until 2009, as well as number of adopted constitutional laws.

The Constitutional Court of Azerbaijan is playing an important role in provision of the supremacy of the constitutional regulations and their evolution. As a supreme body of constitutional justice, the Constitutional Court contributes to development of a legal system, forms a positive experience in the issues of legal regulation, fulfills the functions of the constitutional control and thus carries the implementation of the Constitution.

Based on universal values, the Constitutional of Azerbaijan Republic and now has a great legal, political and ideological potential and serves the welfare of the Azerbaijani people.
