 Where will free medications be available?  Agency clarifies

New regulations approved by the Cabinet of Ministers aim to improve the population’s access to medications and strengthen the financial sustainability of the health insurance system. These include criteria for including and removing medicines from the Services Package.

Aynura Ahmadova, head of the Marketing and Public Relations Department of the State Agency on Mandatory Health Insurance, further explained today during a training session for media in Ganja, organized by the State Agency on Mandatory Health Insurance and the Management Union of Medical Territorial Units (TABIB). She reports that these decisions will improve both the management of the system and citizens’ access to medications:

‘One of the most important innovations regarding medication provision is the creation of a ‘Positive List’. It is the official list of medicines covered under mandatory health insurance, and its initial phase is currently developed. All information about the medicines included on the list, such as their active ingredients, dosages, and reimbursement rates, will be available on our official website.

For reference, in the initial phase, the list includes medications used to treat cardiovascular diseases, specifically drugs for lowering blood pressure. The cost of these medicines will be fully or partially covered by the insurance fund.’

She added that the criteria for including medications on the list have also been approved. To qualify, a medicine must be registered in the state registry, meet quality, safety, and efficacy requirements, have a price regulated by the state, and most importantly, be compatible with the financial capacity of the insurance fund:

‘The primary mechanism for prescribing medications has been established as the electronic prescription system. Technical work is already underway to integrate electronic prescriptions with the Agency database. Medicines covered by insurance will only be provided at private pharmacies that have signed contracts with the Agency. These pharmacies will be marked with special logos for easy recognition among our citizens.’
