The United States holds the rotating presidency of the council in December and Power told reporters Tuesday "it`s extremely important that the world continue to shine a spotlight as best we can from outside North Korea on the human rights situation inside."
The Security Council discussed North Korea`s bleak human rights record for the first time last Dec. 22.
Power cited a number of developments since then including the opening of an office in South Korea by the U.N. human rights agency "and a growing number of testimonies of defectors that offer a more detailed glimpse of life" in the North.

U.S. Ambassador Samantha Power says the United States hopes to schedule a U.N. Security Council meeting this month on the "very grim" human rights situation in North Korea.
