“Armenians have committed inhumane acts that run contrary to the norms and principles of international law against Shahbaz Guliyev and Dilgam Asgarov – the two internally displaced persons taken hostage a few months ago by the separatist Armenian regime which had been created in Armenian-occupied Azerbaijani territories and is not recognized by the international community. They continue to torture Shahbaz Guliyev and Dilgam Asgarov, putting them on illegal trial. They refuse to release these persons whose families expect support from you. As a secretary general, what actions are you planning to take to secure their release?”
Jagland said in response this issue is related to the Nagorno-Karabakh conflict between Azerbaijan and Armenia.
“To date, the European Council has failed to play a role in the resolution of this conflict. The OSCE Minsk Group deals with this issue. However, the latest report approved by the OSCE on the human rights situation in Europe says that they cannot use their tools in the “frozen” conflict zones. These regions are some kind of black holes in terms of human rights protection. We think about what contributions we can make to this issue. There is still nothing we can do. We should only protect the human rights in this regard. However, this is a very sensitive issue due to the conflict. As before, I still oppose to failure in the application of the Convention in the "frozen" conflict zones. Everyone in Europe as well as the Transnistrian region and Nagorno-Karabakh must be protected under the European Convention on Human Rights and other relevant international documents.
