The Deputy Minister highlighted fulfillment of obligations in respect to the reforms conducted in the judicial-legal system, including improvement of legislation, as a result of which the Judicial-Legal Council of Azerbaijan Republic was established. The Council’s powers were expanded to strengthen independence of judges and courts, election of judges and continuous cooperation with the European Court of Human Rights.
Azer Jafarov in particular, noted the latest Order of the Head of State to improve the penal sphere, the humanization of the punishment policy and modernize the penal institutions, upgrade the infrastructure. The Order will provide complex, institutional, legislative, and practical measures for liberalization of the criminal law policy.
Noting the importance of Azerbaijan for the Council of Europe, Alexander Gessel praised today’s changes in the country, the latest achievements reached in the court-legal system.
The parties had comprehensive exchange of views on improvement of legislation, development of civil society and other questions of mutual interest.
Permanent Representative of Azerbaijan to the Council of Europe Emin Eyybov took part at the meeting.
