Inter-regional cooperation is an essential factor in development of a constructive partnership relations and good neighborliness, the letter says.
"Active communication between Russian and Azerbaijani regions, realization of common projects in the field of energy, transport, education, information and mass communications help to further open the capacity of national economies. Such contacts are also important to deepen mutual trust and understanding between our peoples," Putin says in his letter.
