The number of Internet users has reached 3.9 billion by the end of 2018. Obviously, internet usage will grow in the upcoming years increases the importance of strengthening cyber protection. The GCI measures the commitment of the ITU Member States and the State of Palestine in accordance with the five pillars of the ITU Global Security Agenda (GSA): legal, technical, organizational, capacity building, and cooperation.
The Cabinet of Ministers of the Republic of Azerbaijan will discuss the project of “Cybersecurity Strategy of the Republic of Azerbaijan” in terms of the legal pillar. However, Azerbaijan scored 0.653 points in the index that makes it 4th among the Commonwealth of Independent States (CIS).
Other CIS countries ranked included Belarus at 69; Armenia 79; Tajikistan 107; Kyrgyzstan 111 and Turkmenistan 143. On the other hand, Azerbaijan’s neighbour Georgia is among top 10 European countries ranking 9th on the index. The UK, France, Lithuania, Estonia, Spain and Norway were the highest-ranking countries on the index.
