Hajiyev states that Armenia deliberately targeted civilians by placing mines beyond military zones, especially in areas where people would return after the occupation's end. He calls this a "weapon of mass destruction" tactic designed to "terrorize and kill civilians."
Hajiyev's statement comes amidst ongoing efforts to clear landmines from liberated territories. However, the vast number of mines planted and the complex terrain pose significant challenges. The human cost is also substantial, with civilians, including children, continuing to fall victim to these explosive devices.
