If Russia wants to get a guarantee that Turkey will not down its planes, Moscow should give a guarantee that Russia will not violate Turkey’s airspace, said the ministry.
Turkey will not apologize for the downed Russian bomber, the message said.
Earlier, Moscow’s envoy in Ankara Andrei Karlov said Turkey should meet three conditions for normalization of relations with Russia.
“Turkey should apologize to Russia over the incident involving the downed aircraft,” he said said.
He noted that the other two conditions are finding and punishing the perpetrators of the incident involving the plane, and compensating for the damage to the Russian side.
