IS detainee in Azerbaijan: We were paid $150 per month
Chairman of Azerbaijan’s Anti-Torture Committee, lawyer Elchin Behbudov has conducted monitoring in the temporary detention center and investigation isolator of the Ministry of National Security (MNS). Behbudov visited detainee Haji Mammadov, former chief operating officer of the Ministry of Interior Affairs:

“Haji Mammadov has no health problem. Some newspapers said he had allegedly attempted to commit suicide. These reports are groundless”, he said.

Behbudov also added: “We met with Gurbanli Elshan Abulfat oglu, born in 1990, who is facing charges under the Criminal Code’s article #279 (Creation of armed formations or groups, which are not provided by the legislation). He was detained at the airport in Baku in September and is said to have fought for the Islamic State (IS) in Syria from May to September. He says he went there for money and regrets for his action. We also met with another detainee Mustafayev Elkhan Isa oglu. He too is facing charges under the Criminal Code’s article #279 (Creation of armed formations or groups, which are not provided by the legislation). He was detained in Gazakh while trying to enter Azerbaijan. Elkhan has also fought for IS in Syria for about a year. He also regrets for his action. Elkhan said he was paid $150 per month there and carried food by vehicle. He didn’t complain about the detention conditions and treatment toward him”.
