During the visit, World Bank experts will discuss simple and efficient procedures for the registration of real estate, bringing them in line with modern standards and the creation of an electronic cadastral information system. The mission will also assess the services of registration, curriculum, policies, project management, progress on the regulatory framework, taxation and other issues.
The World Bank delegation has already visited Sheki and Gabala, where it held seminars on the results of the project on the ground. During the workshops, it was stressed that through the project, greater numbers electronic services have been provided and there is a gradually increasing number of them and the creation of an e-services portal is underway. As a result, the period of issuance of statements on re-registration of property rights for real estate has reduced to seven days, the deadline for issuing certificates of other real estate - to one day. In addition, existing registration offices were renovated or rebuilt. Regional offices in Gabala, Khachmaz and Lankaran were built within the project. There are plans to build regional offices in Barda and Beylagan as well as the IT-center for the State Property Committee.
