Congressman Payne noted in his statement that Soviet army attacked on January 20, in 1990 civilians in Azerbaijan's Capital Baku who were holding peaceful demonstration civilians; as a result more than 130 people were killed.
The congressman, paying tribute to the victims of the Khojaly tragedy, noted the importance of perpetuating the memory of victims who innocently lost their life.
Donald Payne concluded that the US Congress would honor all the victims of the struggle for freedom.
