President Aliyev founded another stage of formulation of e-Government

Several normative acts have been accepted for application of information communication technologies as well as creation of electron services in Azerbaijan. Besides, legal basis has been formulated on this direction.

The main stage of formulation of e-government has begun with the decree on approval of “Some measures for provision of electronic services by government agencies” dated 23 May 2011 signed by Azerbaijani President Ilham Aliyev. The main purpose of the decree is the provision of transparency with the help of electronic services. For this purpose, e-Government portal has been created to provide e-services by government agencies. 

The formulation of e-government is fastened with establishment of the State Agency for Public Services and Social Innovation under the President of the Republic of Azerbaijan. Azerbaijan moved up 40 poisitons in the UN E-Government Survey ranking 56th in 2017.

The main aspects of e-Governance is access to information on functions of state agencies, provision of citizens' information freedom and creation of more transparent environment. Furthermore, use of e-Services also helps to save state expenditures.

The analysis indicated that despite the serious measures taken on establishment of e-Governance, some state agencies have not made efforts for creation of e-Services and mutual integration of information systems. Creation of separate and different information systems by some state agencies caused problems for integration of information systems. Consequently, those problems led to additional budget expenditures.

Decree on measures to develop e-government and transition to the digital government signed on March 14 by President Ilham Aliyev will be another stage in formulation of e-Governance.

According the decree, the functions of a single regulatory and coordinating body in the field of e-government are entrusted to State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.

The main objective is to accelerate the process of shifting to e-platform, coordinate the activities of different government agencies for effective and efficient electronic services, to facilitate the process of submitting additional documents through integration of relevant state information resources and to provide electronic services with the principle of "one window".

The preparation of “Action Plan on Shift to Digital Government” was also highlighted in the decree. “Digital Government” can be considered as a next stage of “E-Government”. Data exchange and electron services will be more

“Electronic Government" system development center”public legal person will be created under the Government Agency in order to carry out the tasks stated in the decree. The public legal person will manage the “Electron Government” portal and create opportunities to increase the budget revenues.

The realization of the tasks will have a positive impact upon wellbeing. Besides, Azerbaijan will take an important place in an export of innovative products thorough producing new and national innovative products.
