Astana and Minsk object appointment of Armenian as CSTO Secretary General
Collective Security Treaty Organization (CSTO) cannot be a powerful tool because the discrepancy among member states limits the effectiveness of military block, `Stratfor`Analytical Center reports in its article.
The article states, the December 26 meeting showed the existence of serious discrepancy among member countries. The agreement on new head of CSTO was not reached at that meeting.

The article also highlights non-participation of Kazakhstan and Belarusian representatives at the last CSTO meetings: `The reason for their unattendance is not likely to be a coincidence. According to some information, Russia promised the secretary position to Armenia. However, Kazakhstan and Belarus have close relations with Azerbaijan and these countries are not ready to accept the Armenian`s candidacy as CSTO Secretary General.`

Besides, it is stated that next months will not be so easy for the alliance. The reason can be the Nagorno Karabakh conflict.

The candidacy of new secretary genereal will be discussed at the next CSTO Summit.
