After the cessation of hostilities between Azerbaijan and Armenia in 1994, fhe official Yerevan began to pursue a policy of artificially changing the demographic structure in the occupied territories of Nagorno-Karabakh and 7 adjacent regions. The active phase of this policy started when the war broke out in Syria. Taking advantage of the opportunity, Armenian nationalists and official Yerevan have relocated many Armenian families in the country to the occupied territories of Azerbaijan since 2011.

Plenty of articles, materials and reports in the Armenian media and foreign publications over the years also confirm the resettlement of Syrian Armenians in Karabakh. For example, according to the reports from 2014, 22 families were displaced after the start of the civil war in Syria. These families are mainly located in Zangilan, Kalbajar and Lachin.

The Armenian leadership tried to ensure Armenians "living" expenses in Nagorno-Karabakh with the help of donations, till the summer 2020.

It is possible to witness Armenia's illegal resettlement policy in a report prepared by BBC Russian about Lebanese Armenians living in Nagorno-Karabakh. Thus, the Lebanese Armenians were settled in the occupied village of Azerbaijan. At least 300 Lebanese Armenians have been settled in the village. Among them are Armenians brought from Syria.

Over the years, Armenians not only illegally settled in Nagorno-Karabakh, Shusha, Lachin and Kalbajar, but also in the surrounding areas where they have never lived.

During the inspection of the local office of Armenia’s National Security Service in the liberated Zangilan district of Azerbaijan, some documentary materials have been found. The analysis of the materials revealed the list of Syrian nationals and copies of their passports. It became clear that 60 Syrian Armenians (19 families in total) mentioned on the list were relocated to Zangilan as part of Armenia’s illegal resettlement policy in the occupied Azerbaijani territories.

In addition, the copies of passports issued to Baazo Hraj Sepob, born on 2 May 1964, (passport: 015-11-L021693), a Syrian national and resident of Syria’s Al Hasakah, Alexandarian Hartion Avadis, born on 12 November 1969, (passport: 004-11-L128622), a Syrian national and resident of Syria’s Aleppo, and Kirakos Babkin, born on 1 January 1962, (passport: AM 0709227), a Syria-born Armenian national, were also revealed.
